Team Rostering Procedure

Information Regarding the Online Team Rosters: 
1. Any team participating in at least one USSSA tournament is required to enter its roster online.

2. To begin entering the players onto the roster, log in to USSSA's at www.usssa.com using your team’s ID and password.  Then choose “Roster Adds and Updates”, agree to the affidavit on the following page and begin adding players. Keep in mind that you do not have to add all your players at once. You can add to your roster periodically.

3. Once the team roster has been completely entered online, click on “Printable Roster” and print off a copy.  It needs to be signed by all the players and parents through 18U.  Players who will be 18 at the time of their first tournament do not need a parent signature. Teams should keep a signed copy for themselves.

4. Players are not bound to a team until they and the parent or guardian, have signed a current season valid USSSA roster.

Player Adds, Pickups and Releases

1. The term "add" refers to adding a player to a team's roster who has not yet signed another USSSA roster.  The term "pickup" refers to adding a player that has currently signed another USSSA roster.  The term “Release” refers to a player being removed from a signed USSSA roster in order to join another team.

2. All roster changes must be approved through the CT USSSA State Fastpitch Office. Individual tournament directors do not have the authority to approve any roster changes.

3. A team may not add or pickup any players on Saturday or Sunday during a weekend in which the team is participating in a tournament.

4. A team that has not yet qualified for a World Series (WS) berth may add unrostered players freely to their roster. To do so, the manager should add the player to the online roster just as was done with the original players. Once the player has been added, the manager prints off the roster again, but this time only gets the added player and her parent to sign it, leaving the spaces for all the other player and parent signatures blank.  This assumes the player that's being added is not currently on another team's roster. At no time may a player be actively participating on the rosters of two different teams at the same time except under the special circumstances.

  • One of those circumstances is a player may be on the a USSSA town league team and on a USSSA travel team. However, if the town league team is also a travel team they cannot be on both rosters.
  • Another common special circumstance is a 13U player in a 14U team. During the high school season her 14U team is not competing but another 14U team with no high school players is competing. She can start the season and then move to her other team once the high school season is over. 

6.  Once a team qualifies for a World Series (WS) berth, its roster becomes "frozen". That team then becomes classified under the provisions listed in the Classifications section below, even if the team chooses not to accept the berth. Once frozen, however, teams may add or pickup up to two additional players, under the following conditions.

  • A team that is classified "A" may add or pick up any player.
  • A team that is classified "B" may add or pickup any player other than a player that was on an "A" USSSA team.
  • A team that is classified "C" may add or pickup any player other than a player that was on an "A" or "B" USSSA team.
  • "Frozen" teams may delete as many players from their roster as they wish, but they are still only allowed to add or pickup two players prior to the WS.  In other words, teams may not drop additional players in order to add or pick up more than two.

7.  Players may only be released and picked up one time prior to the World Series.

8. Before a team can pickup a player that has signed another USSSA roster,  that player must complete a Player Release Form (PRF) by the Thursday before the weekend that the player wishes to participate with the new team. The PRF must be received (by E-mail, US Mail  or drop off) prior to the release being official. Once the PRF has been validated by the USSSA State Office, state office will delete her from her original team and the new team’s manager can add her onto his roster. Players may only be released and picked up one time prior to the WS. 

9. From the USSSA perspective a player is part of a USSSA team only when she has signed a current season USSSA  roster. Simply being added to the online roster is not enough. If there is no signed USSSA roster for the current season the player is not bound to that team and deemed free to join another team without a PRF.

10.  When a player declares she no longer wishes to participate on a team whose roster she has signed, that player must return all equipment, uniforms and similar items that belong to the team and were distributed to the player specifically for the current season.  Once all the items have been returned to the old team, the manager of that team must sign the player's PRF. By signing that form, the manager is stating that all items have been satisfactorily returned and that he/she is granting the unconditional release of the player. The purpose of having the manager of the old team sign the PRF is not to give him the option of preventing the player from re-signing onto another team, but rather to signify that he has received all required team issued equipment. The manager cannot prevent a player from leaving because he feels she's too valuable, or wishes to prevent her from playing on a a rival team or to just be spiteful due to difficult circumstances between coaches, players and parents. Also, USSSA does not get involved in financial disputes between teams and families. The USSSA general counsel has advised that USSSA does not have the legal authority to prohibit player participation based on what money people may owe other people. USSSA does not take on the role of a 3rd party collection agency. Teams establish their own policies as to how families are to pay their money then it's up to the team to either collect it, defer it, waive it, grant extensions for it, release the player for non-payment of it, etc. 

11. If a manager informs a player that the manager intends to remove the player from the team roster without the player’s mutual consent, the player must return any team issued equipment, and the the manager is then obligated to sign a PRF for the player.

12. If a manager refuses to sign the PRF even after team issued equipment, uniforms etc. have been returned, the state office will process the release without the signatures. 

Guest Player 

13. One of the most frequent requests we get is what to do when injuries or other unforeseen circumstances leave a team short or with insufficient pitchers or catchers to compete in a tournament. We have decided to follow the lead of some other USSSA states and implement a GUEST PLAYER PROGRAM for events played in CT, MA or RI. A Guest Player is defined as a player borrowed from another team (from inside or outside the team's organization) for a specific tournament under specific circumstances. Below are the rules and regulations about the use of a Guest Player. Download and fill out the Guest Player Form. You must scan and email it to david.rocha@usssa.com

  • Teams may pickup a guest player only if they are going to be short players for that tournament.
  • Short means 9 players or less or a team with only one pitcher or one catcher for the tournament.
  • Short does not mean you have no courtesy runners or your best player is on vacation or your tournament draw is difficult.
    • For example if a team has a 3rd or 4th pitcher that is not a primary pitcher it is expected the team will use the pitching it has. Bringing in a guest pitcher in this case is not permissible. The same is true for catchers.
  • The requesting team head coach must fill out and email to me the Guest Player form and it must be approved before the team can go forward.
  • Once Approved, players must be added to the USSSA online roster, roster printed and signed by the guest player and parent and attached to the regular roster. Also, the approved guest player form signed by me must be attached to the roster.
  • The player must be removed from the USSSA online roster on the the Monday after tournament.
  • Teams cannot just borrow players, add them to the roster and bypass the Guest Player approval process. 
  • Guest players must be age and class eligible for the tournament they are playing in. Class eligible means a team cannot pick up a player from another USSSA team that is the same age and a higher class if they are playing in a lower class event. However, if they are playing in an OPEN event the guest player can be from a higher class as long as they are age eligible. Here are some examples:
    • 14UC team is playing in a 14UC event wants to pick up a player on a 14UB team. THIS IS NOT ALLOWED.
    • 12UB team is playing in a 12UA or Open event wants to pick up a player on a 12UA team. THIS IS ALLOWED.
    • Allowing a guest player from a team not USSSA sanctioned, will be determined by the State Office once the general caliber of the player and/or player's current non-USSSA team can be determined. The idea is to prevent a situation such as a player in a non-USSSA Gold team guesting on a B or C team. For A teams any player can guest as long as they are age eligible.  
  • Guest players cannot play on two teams in same tournament.
  • The Online Form must be submitted before 5:00pm the Thursday before the tournament.
  • Teams found violating this policy at a tournament may be required to forfeit some or all the games they play in a tournament.
